This small, entirely landlocked country in the Pyrenees has been ruled by co-princes since 1278. It is bordered by France and Spain and only allowed 3rd generation males to vote until 1970 when all first generation Andorrans over 28 were enfranchised. There have been some signs of a democracy developing since 1980.
